2019 New Energy Vehicle Subsidy Policy

On March 26th, the subsidy policy of new energy vehicle in 2019 was announced. And here are all the changes comparing with the subsidy policy in 2018.   

First, the local subsidies will be abolished and the state subsidies will be reduced by 50% compared with 2018.

Among them, the plug-in hybrid passenger car has a state subsidy of 10,000 yuan in 2019, which is 54% lower than that in 2018; the state subsidy for pure electric passenger cars with a cruising range of more than 400 kilometers (including 400 kilometers) is reduced by 50%. The subsidy for electric vehicles with a cruising range of 300-400 km will fall by 60%.

Local subsidies for charging/hydrogenation infrastructure

The target of local subsidies will be changed from vehicles to charging/hydrogenation infrastructure. The Ministry of Finance believes that the imperfect technical facilities such as charging piles have become a key factor restricting the development of new energy industries. Therefore, the new energy policy is tilted from subsidized vehicles to subsidized supporting infrastructure, in order to improve the charging experience of electric vehicle users.

Transition Period: March 26-June 25

The new policy of 2019 will be implemented from March 26, with the transition period from March 26, 2019 to June 25, 2019. During the transition period, new energy vehicles that meet the technical requirements of 2018 but do not meet the technical requirements of 2019 shall be subsidized by 0.1 times of the subsidy amount in 2018; the new energy vehicles that meet the requirements of the 2019 technical indicators shall be subsidized by 0.6 times of that in 2018. Fuel cell vehicles during the transition period are subsidized by 0.8 times to the corresponding standard of 2018.

Requirements of several fields have been raised

The cruising range requirements will be raised again, and models with a battery life of less than 250 km will face zero subsidy. And also the energy density requirement of the battery pack is raised again, from the lowest 105Wh/kg in 2018 to the lowest 125Wh/kg. The upper and lower limits of the power consumption level are raised.

Part of subsidy could be approved, as long as the operation vehicles get the license.

The new policy of 2019 is more humane in terms of operating vehicles. The Ministry of Finance said that from 2019 onwards, the subsidy of operating vehicles with mileage requirements will be pre-allocated after obtaining a license. The remaining subsidy will be given after meeting 20,000 kilometers. This means that companies do not have to apply for subsidies for operating vehicles after meeting the mileage of 20,000 kilometers as in 2018, which will greatly alleviate the financial and operational pressure of enterprises.

The fuel cell vehicle subsidy policy will be announced separately.

Compared with 2018, subsidies for fuel cell models are not announced along with the overall subsidy policy, but it will be announced separately with the bus subsidy policy. During the transition period of the new policy in 2019, the fuel cell vehicles sold during the period will be subsidized by 0.8 times the corresponding standard of 2018
