The General Office of the Shanghai Municipal People's Government recently issued the "Several Measures on Promoting High-Quality Development and Efficiency Gains in Shanghai’s Service Sector and Boosting Consumption through Integrated Expansion," outlining multiple initiatives to stimulate consumer spending. The measures specifically call for optimizing auto loan procedures, relaxing application requirements, and reasonably setting loan-to-value ratios, terms, and interest rates. Additionally, financial institutions are encouraged to develop innovative financial products and services tailored to emerging consumption scenarios—such as holiday economy, night-time economy, nostalgia-driven consumption, and otaku (anime/manga) culture—and to offer diverse card-payment discounts aligned with promotional shopping festivals. The policy also emphasizes implementing interest subsidies for personal consumption loans, expanding credit offerings for big-ticket green smart home appliances and home renovation, enhancing the convenience of mobile payments for foreign-issued cards used domestically ("foreign cards bound domestically" and "foreign payment methods used domestically"), and promoting securitization of retail loan assets to revitalize existing credit resources.
