State Council Promotes Full-Chain Innovation in Auto Consumption, Pilots Tiered Management for Vehicle Modifications

The General Office of the State Council recently issued the "Work Plan for Accelerating the Cultivation of New Growth Areas in Service Consumption," which proposes promoting innovation across the entire automotive circulation and consumption chain. The plan specifies that pilot programs will be launched in selected cities to explore a tiered and categorized management system for vehicle modifications, establish a robust identification framework for classic and vintage vehicles, and accelerate the removal of relevant restrictive measures. Additionally, the plan calls for strengthening the development of recreational vehicle (RV) and camping sites, along with improving supporting management systems and technical standards. To foster automotive culture, the government will support the operation of automobile museums, encourage motorsport events, and promote cross-sector integration of automobiles with tourism, culture, and sports. Furthermore, the plan aims to advance high-quality development of micro- and small-sized passenger vehicle rental services by enhancing service networks and improving service quality. It also seeks to further improve road conditions for self-driving tourism, creating a safe, comfortable, and convenient travel environment.
