As of the end of 2024, Shanghai has cumulatively opened 3,173 autonomous driving test roads, totaling 5,238.82 kilometers in length. According to the recently released "Shanghai Intelligent and Connected Vehicles Development Report (2025 Edition)," Shanghai will continue expanding testing and application spaces for intelligent and connected vehicles in 2025 and steadily advance the opening of diverse scenarios. During the "Fifteenth Five-Year Plan" period (2026–2030), Shanghai will enter a new phase of "citywide integration," establishing a coordinated development model that aligns regulations, standards, and open-road testing to promote cross-district collaboration, create a testing and demonstration ring around the central urban area, and build a multi-tiered, citywide integrated application scenario layout. Moving forward, Shanghai will further expand the scope of autonomous driving tests based on real-world needs through large-scale, multi-level openings of real-road scenarios.
