Lanzhou Proposes Hydrogen Industry Support Policy Covering Full "Production, Storage, Transport, Refueling, and Application" Chain

Lanzhou City recently released the "Implementation Plan for Promoting High-Quality Development of the Hydrogen Energy Industry (2026–2028) (Draft for Public Comment)" and opened it for public consultation. The plan proposes accelerating the introduction of targeted support policies, focusing on the entire hydrogen energy industrial chain—covering production, storage, transportation, refueling, and application—and prioritizing support for core technology breakthroughs, construction of high-level innovation platforms, hydrogen refueling station deployment, demonstration and application promotion, and cultivation of leading enterprises in the industry chain. In terms of fiscal support, enterprises undertaking national-level major hydrogen energy science and technology projects or building national-level innovation platforms will receive matching rewards. Additionally, key projects—including hydrogen refueling station construction, R&D of flexible hydrogen production equipment, and pilot-scale testing of critical materials—will also receive targeted financial support. These measures aim to comprehensively advance the high-quality development of the hydrogen energy industry and support the local economic transformation and upgrading.
