The "Nanjing Municipal Administrative Measures for Online Ride-Hailing Services" officially took effect today, with several entry requirements relaxed. The new regulations abolish the previous requirement that ride-hailing drivers must hold local household registration or a residence permit, further lowering barriers to entry. Regarding vehicles, the original stipulation of “initial registration” has been revised to “no more than two years since initial registration,” allowing eligible second-hand vehicles to join ride-hailing operations. Additionally, the new rules explicitly require ride-hailing platforms to set and publicly disclose a reasonable upper limit on their commission rates to protect the rights of both drivers and passengers. These measures aim to optimize the market environment and promote the healthy development of the industry.
