Jiangling Motors' Liu Hui Urges Scrapping Mandatory Pickup Truck Retirement and Strengthening Skilled Technician Training

During the 2026 National Two Sessions, Liu Hui, a deputy to the Jiangxi Provincial People's Congress and Party Secretary of Workshop No. 3 at the Stamping Plant of Jiangling Motors Corporation Limited, submitted seven proposals. Among them, he recommended abolishing the mandatory scrappage policy for pickup trucks to promote more rational management of their use. Additionally, he advocated strongly for industrial workers by proposing the nationwide implementation of the "New Eight-Level Worker" system, which would link skill levels to salary, benefits, and household registration policies. He also suggested incorporating technical colleges into the higher education system to enhance the social status and career development prospects of skilled workers.
