He Xiaopeng Urges 2026 Two Sessions: Advance L4 Autonomous Driving, Accelerate Humanoid Robot Commercialization, and Optimize Low-Altitude Flight Policies

He Xiaopeng, a National People's Congress deputy and founder of XPeng Motors, put forward three proposals at the 2026 Two Sessions: first, accelerate the advancement of autonomous driving technology from Level 2 to Level 4 and improve relevant regulations and management policies; second, encourage faster R&D and commercialization of high-end humanoid robots powered by "on-device local AI brains"; and third, optimize low-altitude airspace management and introduce tax policies to support the development of the flying car industry. He Xiaopeng expressed his hope to collaborate with all sectors to foster new-quality productive forces and drive high-quality, innovative development.
