Feng Xingya, a national deputy to the National People's Congress and Chairman of GAC Group, proposed during the Guangdong delegation’s open day at the Fourth Session of the 14th National People's Congress that Guangdong Province and Guangzhou City be developed into national pilot models for autonomous driving to accelerate the commercialization of the industry. He noted that autonomous driving is entering an AI-driven intelligent era, with Guangdong already holding a leading edge and Guangzhou spearheading multiple national-level demonstration projects. Starting in July 2025, Level 4 (L4) autonomous vehicles will launch full-scale commercial operations across five cities, including Guangzhou and Shenzhen. GAC has partnered with companies like DiDi to advance mass production of robotaxis, which are scheduled to begin operations in Beijing, Shanghai, Guangzhou, and other cities in the first half of this year. Feng urged expediting the refinement of regulatory frameworks and standards, establishing a national collaborative platform, and promoting shared access to technology, data, and computing resources to overcome current bottlenecks in liability allocation, cost control, and large-scale deployment.
