At a press conference on March 7 themed around people's livelihoods during the National People's Congress, Wang Xiaoping, Minister of Human Resources and Social Security, revealed that the ministry is currently drafting a special employment plan for the "15th Five-Year Plan" period, aiming to strengthen the alignment between employment policies and industrial development. In response to the profound impact of technological transformations—such as artificial intelligence—on employment, the ministry will promote the integration of technological advancement with improvements in public welfare and establish a lifelong vocational skills training system covering all stages of life. This year, a large-scale vocational skills upgrading initiative will be launched, offering subsidized training to over 10 million individuals. The program will focus on emerging sectors including artificial intelligence, new energy vehicles, low-altitude economy, and health and elderly care services, delivering various training formats such as preparatory programs, apprenticeships, on-the-job training, and entrepreneurship support to help workers upgrade their skills and achieve high-quality employment.
