China’s 15th Five-Year Plan (2026–2030), unveiled during the 2026 National People's Congress and Chinese People's Political Consultative Conference sessions, designates advanced batteries as a key focus area for cultivating new quality productive forces among its 109 major national projects. The plan establishes a three-tiered construction loop: “energy infrastructure + new-quality application scenarios + materials/equipment support.” On one hand, large-scale energy storage battery deployment will be driven by projects such as renewable energy bases in desert, Gobi, and barren regions (“Sha-Gobi-Huang” areas). On the other, zero-carbon industrial parks will expand battery application scenarios. Meanwhile, breakthroughs in critical technologies—including high-end new materials and solid-state electrolytes—as well as a new round of mineral exploration initiatives, will strengthen supply chain security and innovation capabilities. Under the dual impetus of China’s carbon peaking and carbon neutrality goals and its strategy to become a global energy powerhouse, the advanced battery sector is entering a golden era of growth fueled by both policy support and market demand. Companies possessing core technologies and ecosystem integration capabilities will gain a first-mover advantage.
