Beijing has become the first city nationwide to launch the development and application of specialized commercial insurance for intelligent, connected new-energy vehicles, covering all levels of autonomous driving from L2 to L4. Owners of newly purchased L2-level vehicles can purchase this insurance immediately, while L3 and L4 vehicles must first undergo legal testing in Beijing or obtain road-use authorization. This new insurance product is specifically designed to address risks unique to intelligent driving systems—such as hardware and software damage and human-machine co-driving scenarios—offering enhanced coverage that existing auto insurance policies lack, particularly for out-of-pocket expenses related to upgrading intelligent driving systems. It also aims to expedite claims processing and reduce liability disputes. Initially, the product will operate under the existing new-energy vehicle insurance framework, with overall stable pricing. Premiums may be dynamically adjusted in the future based on factors including technological capabilities. Eligible vehicle models will be announced in batches by the Beijing Insurance Association.
