On March 31, Changan Automobile received joint approval from six departments in Yongchuan District, Chongqing, granting it a fully compliant, all-scenario Level 4 (L4) Robotaxi testing license. This permits the company to conduct driverless tests without safety operators within designated areas. The move marks Changan’s rapid advancement to higher-level autonomous driving deployment—just three months after launching Level 3 (L3) autonomous vehicles on public roads. Changan’s L4 system is built upon its “Tianshu Intelligence” end-to-end large model, sharing the same technological foundation and reusable algorithms as its mass-produced L2/L3 vehicles, enabling seamless scalability from advanced driver assistance to high-level autonomous driving. Testing is being conducted in Chongqing, a city renowned for its complex road conditions, further validating the system’s reliability. Changan is pursuing a “dual-track” strategy: leveraging L3 deployments to accumulate real-world data and regulatory experience while simultaneously using L4 technology to secure a leading position in future mobility services, thereby creating a closed loop integrating technology and business.
