In a signed article, the Party Committee of the State-owned Assets Supervision and Administration Commission (SASAC) under the State Council proposed that during the "15th Five-Year Plan" period (2026–2030), coordinated efforts will be made to advance the transformation and upgrading of traditional industries alongside the development of emerging industries. Regarding traditional industries, the focus will remain on intelligentization, green development, and integration. The "AI+" initiative will be deepened, technological upgrades and equipment renewal will be accelerated, and energy-saving and carbon-reduction retrofits will be promoted in key sectors. For emerging industries, a strategy of "leading in some areas, catching up in others, and nurturing new ones" will guide differentiated deployment based on enterprises' resource endowments and industrial foundations. China will consolidate its advantages in sectors such as new energy and aerospace, intensify efforts in key areas including new energy vehicles, artificial intelligence, and advanced materials, and proactively cultivate frontier fields like quantum information, nuclear fusion, and the low-altitude economy.
