Three Departments Jointly Strengthen NEV Safety Management, Mandating Corporate Accountability and Responsible Marketing

The Equipment Industry Department I of the Ministry of Industry and Information Technology (MIIT), the Quality Development Bureau of the State Administration for Market Regulation (SAMR), and the Fire Supervision Department of the National Fire and Rescue Administration jointly held a video conference to deploy safety management measures for new energy vehicles (NEVs) in 2024. The meeting emphasized that vehicle and power battery manufacturers must effectively fulfill their primary responsibility for product quality and safety, integrating safety management into their top-priority initiatives ("No. 1 leader projects"). Companies are required to strengthen risk prevention and control across all stages—including product R&D and design, manufacturing, supply chain management, operational monitoring, and after-sales service—and strictly comply with disclosure obligations to guide consumers in proper vehicle usage, while prohibiting exaggerated or false advertising. Enterprises must also establish internal reporting and reward mechanisms for accident hazards, conduct thorough inspections to identify potential risks, and uphold the bottom line of safety. Moving forward, the three departments will collaborate with relevant authorities to carry out inspections for safety hazards and investigations into defects, advance a special campaign to enhance production consistency and quality of road motor vehicles, and lawfully penalize violations. Representatives from local MIIT, market regulation, and fire rescue departments, as well as technical institutions, NEV and power battery enterprises, and industry associations attended the meeting.
