The Guangzhou Municipal People's Government has issued the "Guangzhou 15th Five-Year Plan Outline for National Economic and Social Development," proposing to promote the petrochemical industry's transformation toward high-value-added deep processing and green, low-carbon development. The plan emphasizes leveraging the leading role of major enterprises such as Guangzhou Petrochemical (Guangshi Hua) to develop a trillion-yuan-scale industrial cluster encircling Guangzhou Petrochemical. It also calls for advancing key projects, including green and safe technological upgrades at Guangzhou Petrochemical and bio-based aviation fuel production, while attracting large multinational corporations and central state-owned enterprises to establish new operations in Guangzhou to enhance integrated refining and chemical capabilities. Additionally, the plan outlines strategic development of a new materials industrial chain with strong market potential, focusing on automotive materials, integrated circuit and advanced display materials, new energy materials, and biomanufacturing materials. Key projects such as Kingfa’s high-performance composite materials facility and Zhongshan New Materials’ intelligent manufacturing base will be accelerated. Dedicated new materials industrial parks will be planned and developed in Huangpu, Nansha, and Conghua districts.
