Originally implemented on June 1, 2023, under the "Administrative Measures of Guangdong Province on Hong Kong-Registered Motor Vehicles Entering and Exiting the Mainland via the Zhuhai Port of the Hong Kong-Zhuhai-Macao Bridge," the policy was initially set to last for three years. Starting from 00:00 on July 1, 2023, eligible Hong Kong vehicle owners have been allowed to drive into Guangdong via the Zhuhai Port of the Hong Kong-Zhuhai-Macao Bridge after completing customs clearance appointments with Hong Kong authorities and receiving approval. Since the implementation of both the "Macao Vehicles Heading North" and "Hong Kong Vehicles Heading North" policies, the number of Hong Kong and Macao travelers crossing the border through this port has grown by an average of 34% annually, reaching nearly 18 million in 2025. Border inspection authorities project this figure will surpass 20 million in 2026.
