The Shenzhen Financial Regulatory Bureau, in collaboration with the Municipal Industry and Information Technology Bureau, the Transportation Bureau, and the Commerce Bureau, has issued the "Notice on Several Measures to Promote High-Quality Development of New Energy Vehicle Insurance in Shenzhen," unveiling ten policy initiatives aimed at deepening reforms in new energy vehicle (NEV) insurance and enhancing insurers' capacity to support the NEV industry. Key measures include exploring comprehensive insurance products for intelligent driving and innovating modular insurance offerings combining "basic + variable" coverage components. To facilitate implementation, the Shenzhen Financial Regulatory Bureau has already guided the insurance industry to establish a dedicated NEV insurance task force, systematically advancing professional capability building, strengthening coordination across the NEV industrial chain, and actively seeking approval for innovative pilot programs to be launched in Shenzhen. As of the end of the first quarter of 2026, the number of commercial NEV insurance policies issued in Shenzhen increased by 18.63% year-on-year, accounting for 30.91% of the city’s total commercial auto insurance policies—an industry-leading share nationwide.
