Shanghai Auto Trade-in Subsidy Lottery Switches to Daily Instant Draws

On June 8, 2026, the Shanghai Municipal Commission of Commerce announced adjustments to the lottery mechanism for the automobile trade-in subsidy program, effective from June 9 to September 30. Eligible individual consumers may register daily between 7:00 and 22:00 via the “Government Services – Automobile Trade-in Subsidy Application” portal on the “Shanghai Commerce” WeChat official account to participate in an instant lottery. The lottery system has been optimized from periodic batch draws to daily instant draws, allowing participants to receive their results immediately after completing identity and eligibility verification. When submitting registration information, the system will instantly connect to the State Taxation Administration’s National VAT Invoice Verification Platform to validate the invoice for the newly purchased vehicle. Applicants whose invoices fail verification cannot complete registration; those who pass verification and win the lottery will obtain eligibility to apply for the subsidy; those who pass verification but do not win may re-register and participate in the lottery starting the following day. As of May 4, 2026, nationwide trade-in programs for consumer goods have benefited 862.04 million individuals, generating RMB 629.27 billion in sales. Of this, 2.132 million vehicles were traded in under automobile trade-in initiatives, driving RMB 342.39 billion in new vehicle sales. Local governments across China are progressively introducing or refining related implementation rules—for example, Hubei Province is dynamically adjusting its subsidy fund allocation plan based on the principle of “total amount control, monthly scheduling, and balanced utilization.”
