On June 23, the Ministry of Commerce and seven other government departments jointly released a list of 40 pilot cities selected for the reform initiative on automobile circulation and consumption. The selection was made in accordance with the "Notice on Launching Pilot Programs for Reforming Automobile Circulation and Consumption" (Document No. [2025]14 from the General Office of the Ministry of Commerce et al.), following local applications, expert evaluation, and public consultation. Each pilot city is required to tailor its approach based on local industrial characteristics, market features, resource endowments, geographical advantages, and functional positioning. They should focus on addressing bottlenecks such as unreasonable restrictions in automobile circulation and consumption, further refine objectives and tasks, enhance innovative reform measures, strengthen guarantees for key factors like land and funding, streamline approval and filing procedures, improve management and service systems, and foster new scenarios, business models, and formats in automobile consumption. Additionally, they should promote integrated development across commerce, tourism, culture, sports, and health sectors. Pilot cities must also strengthen interdepartmental coordination, clarify responsibilities, conduct regular performance evaluations, and ensure effective implementation of pilot initiatives. Any modifications to their pilot plans must be promptly reported to relevant authorities. Provincial-level departments are tasked with strengthening organizational leadership, guiding pilot cities in refining and implementing their plans, providing follow-up oversight and support services, coordinating solutions to challenges encountered during implementation, offering preferential policy support, and actively summarizing, promoting, and publicizing pilot progress, achievements, and exemplary cases. All relevant regions and departments must strictly implement the CPC Central Committee’s Eight-point Regulation and its detailed implementation rules, adhere to fact-based, problem-oriented approaches, reduce burdens on grassroots levels, respect grassroots innovation, and strive to generate replicable and scalable reform experiences. They must also balance development and safety, rigorously enforce workplace safety requirements, proactively mitigate risks and hazards, and provide robust safety assurance for the pilot programs.
