New Energy Vehicle Rural Campaign Launches Simultaneously in Tacheng, Xinjiang, and Chengmai, Hainan for 2026

On June 25, 2026, the Ministry of Industry and Information Technology and the Ministry of Commerce, jointly with the National Development and Reform Commission, the Ministry of Agriculture and Rural Affairs, and the National Energy Administration, simultaneously launched the 2026 New Energy Vehicle (NEV) Rural Campaign in Tacheng, Xinjiang, and Chengmai, Hainan. The campaign will establish a dedicated service platform, strengthen policy support, enhance service capacity, diversify organizational formats, and provide special assistance to rural consumers purchasing NEVs as replacements for their old vehicles—including exemption from limits on the number of eligible subsidy claims for trade-in incentives. At the Tacheng site, 41 leading brands with over 120 models are participating; at the Chengmai site, more than 30 brands with over 50 models are taking part. Both locations are concurrently offering supporting activities such as streamlined subsidy applications, one-stop after-sales and financial services, and more. Earlier this month, the five ministries issued a joint notice specifying the selection of a group of representative county-level cities where NEV adoption rates remain low but market potential is significant. These cities will host offline promotional events featuring innovative experiential consumption scenarios—such as vehicle displays, test drives, and ride-along opportunities—and leverage live-streaming promotions and online consultations to attract consumers from surrounding towns and villages to visit dealerships, thereby boosting offline retail sales. The notice emphasizes prioritizing NEV models that meet rural usage needs and demonstrate strong reputations and reliable quality. The list of eligible models will be dynamically updated via the official WeChat account “NEV Rural Campaign Service Platform.” Additionally, the notice calls for implementing supportive policies, including exemptions from vehicle purchase tax and vessel and vehicle tax, as well as addressing infrastructure gaps by expanding charging and battery-swapping facilities in county areas, to accelerate NEV adoption in rural regions.
