Recently, debate has reignited over whether new energy vehicles (NEVs) should be required to pay road maintenance fees. Owners of conventional fuel-powered vehicles argue that they indirectly cover road maintenance costs through fuel consumption taxes, while NEVs have long been exempt from such charges, creating an unfair situation. NEV owners counter that the industry still requires policy support to stimulate consumer adoption. Data shows that a typical gasoline-powered car indirectly pays approximately RMB 1,200 to 1,800 annually in road maintenance fees through fuel purchases, whereas battery electric vehicles currently pay nothing of the sort. Experts note that as the number of NEVs on the road continues to rise, the traditional road funding system—reliant on fuel consumption taxes—is becoming unbalanced, and NEVs should gradually assume their fair share of road maintenance costs. Currently, NEV market penetration in China is rising rapidly, yet their overall share of the total vehicle fleet remains below 20%, offering a window of opportunity to establish a new road taxation system better suited to the era of electrification.
