Chongqing Aims to Build 750,000 Charging Points and 2,500 Ultra-Fast Charging Stations by 2028

Chongqing Municipality recently issued the "Chongqing Action Plan for High-Quality Development of Electric Vehicle Charging Infrastructure Service Capacity (2026–2028)," which sets a clear target: by the end of 2028, the city will have built over 750,000 charging facilities in total, including more than 2,500 ultra-fast charging stations, providing over 7.5 million kilowatts of public charging capacity to meet the charging demands of more than 2 million new energy vehicles. The plan outlines a high-quality charging infrastructure network characterized by “area-wide coverage in central urban districts, linear connectivity along highways, point-based extension into rural areas, distinctive services at key locations, and intelligent, safe residential community charging.” It also launches five major initiatives: upgrading public charging infrastructure, enhancing refueling efficiency for electric heavy-duty trucks, scaling up vehicle-to-grid (V2G) applications, improving charging operation service quality, and strengthening power supply capacity and service. Specifically, regarding the upgrade of public charging infrastructure, the plan details six key measures with concrete targets: - Build over 100 ultra-fast charging stations in urban areas to reinforce “area-wide coverage”; - Construct over 100 new ultra-fast charging stations at highway service areas and more than 50 high-power charging stations along national and provincial trunk roads to enhance the “linearly connected” highway charging network; - Establish over 100 new high-power charging stations in rural areas to advance “point-based extension”; - Develop over 50 ultra-fast charging stations at tourist attractions to create “distinctive” charging services for scenic areas; - Install over 200,000 new private charging facilities in residential communities to optimize “intelligent and safe” neighborhood charging conditions and promote the unified construction and centralized service model. Additionally, the plan calls for promoting large-scale V2G applications, aiming to complete more than 10 new V2G projects and install over 100 bidirectional charging and discharging piles by the end of 2028, achieving a total discharge capacity exceeding 1 million kilowatt-hours.
