Hangzhou Pilots Minute-Based Parking Fees; Three Lots in Gongshu District Retain Short-Cycle Billing

Hangzhou has become the first city in China to pilot a reform introducing shorter billing cycles for on-street parking, charging by the minute, in response to public concerns over the current system—such as being charged for two hours when parked just 61 minutes. After the pilot concluded, three parking facilities in Gongshu District continued implementing the new scheme: two adopted per-minute billing, while one used a 15-minute billing cycle. Following the reform, parking fees for durations under one hour saw the most significant reduction.
