Starting July 2026, Jincheng City in Shanxi Province will pilot minute-based parking fees at 534 roadside parking spaces across five roads, including Zezhou Road. The initiative will be implemented by Jincheng Guotou Smart Parking Co., Ltd. Under the pilot program, parking will be free for the first 30 minutes, with any additional time charged at RMB 0.01 per minute, capped at RMB 9 per day. Previously, the area applied an hourly billing system after the initial 30-minute grace period, with a daily cap of RMB 12. Additionally, in July, Weiyang District in Xi’an also joined the pilot program, expanding nationwide implementation of “minute-based parking fees” to include provincial capitals, prefecture-level cities, urban districts, and county towns. Multiple regions have adopted this measure to fulfill the requirement of “fair billing and transparent consumption” for motor vehicle parking and to achieve precise time-based charging.
