Huawei's Yinwang Deeply Involved in Drafting UN's First Global Autonomous Driving Technical Regulation

From June 22 to 26, 2026, the 199th session of the World Forum for Harmonization of Vehicle Regulations (UN/WP.29) was held in Geneva, Switzerland. During the meeting, the United Nations Global Technical Regulation on Automated Driving Systems (ADS GTR), jointly led by China, the European Union, the United Kingdom, the United States, Canada, and Japan, was formally adopted following a vote by all contracting parties. This regulation marks the world’s first unified technical regulation specifically targeting automated driving systems. It establishes safety requirements for Level 3 and Level 4 automated driving systems, defines manufacturers’ Safety Management Systems (SMS), product safety documentation, and a multi-pillar testing and validation framework, thereby creating a comprehensive compliance framework covering the entire lifecycle of automated vehicles. Yinwang, as a core member of the Chinese expert team, actively participated throughout the drafting, clause negotiations, technical deliberations, and scenario discussions of the ADS GTR. Yinwang submitted multiple key technical proposals concerning dynamic driving task execution, credibility assessment of simulation toolchains, and safety concepts—many of which have been incorporated into the final regulation. The technical foundation underpinning these contributions stems from Huawei’s Qiankun ADS end-to-end, fully self-developed intelligent driving system, its quality control standards, multi-scenario testing and validation methodologies, and real-world road data accumulated from over one million mass-produced vehicles. To date, more than 1.9 million mass-produced vehicles equipped with Huawei’s Qiankun ADS solution are on the road, with their driver assistance systems having collectively logged 12.8 billion kilometers. Real-world test data shows that vehicles operating in driver assistance mode demonstrate a safety performance 4.92 times higher than the average safety level on Chinese roads. In terms of commercialization, Yinwang is among the first domestic intelligent driving solution providers whose Level 3 conditional automated driving–enabled vehicles have received approval from China’s Ministry of Industry and Information Technology (MIIT). Moving forward, Yinwang will advance pilot programs for automated driving vehicle approvals across multiple models under MIIT’s guidance. Yinwang will base its R&D efforts on both the international ADS GTR and China’s mandatory national standards for automated driving, and will deepen collaboration with partners across the automotive value chain—including OEMs, component suppliers, and testing and certification bodies—in areas such as standard implementation, joint testing, and ecosystem development to promote the safe, orderly, and large-scale deployment of automated driving technologies globally and domestically.
