San Francisco Mayor Urges California to Tighten Self-Driving Taxi Regulations After Emergencies

San Francisco Mayor Daniel Lurie recently sent a letter to the California Department of Transportation (Caltrans), calling for stronger regulation of autonomous ride-hailing vehicles. This move follows multiple incidents involving Waymo’s self-driving cars in San Francisco on July 4, when several vehicles caught fire after running over small fireworks on the road. Although no injuries were reported, the disabled vehicles caused significant traffic gridlock until firefighters arrived to extinguish the flames and tow them away. In his letter, Mayor Lurie also referenced a widespread Waymo vehicle shutdown in December 2023, which similarly left numerous driverless cars stranded on city streets. He argued that these two incidents reveal critical gaps in California’s current regulatory framework for responding to major unexpected events involving autonomous vehicles. He emphasized that regulatory focus should not be limited solely to safety under normal operating conditions but must also ensure system reliability during exceptional circumstances. To address these concerns, Lurie outlined four core capabilities that autonomous vehicle operators should possess: 1. The ability to immediately remove disabled or inoperable vehicles from roadways to prevent traffic obstruction; 2. The capacity to dynamically adjust operational strategies—including routes, service areas, and pickup/drop-off locations—in response to real-time conditions; 3. Real-time data sharing with local governments, including information on service disruptions, locations of stranded vehicles, and recovery progress; and 4. Demonstrated system resilience through testing that proves the ability to effectively manage increased pedestrian and vehicular traffic during large public events. Additionally, Mayor Lurie urged Caltrans to establish statewide uniform standards to prevent traffic chaos like that seen on July 4 from recurring.
