Tesla Shareholders Zero In on Delayed Robotaxi Rollout and Unfulfilled FSD Hardware Promises

Ahead of Tesla’s Q2 2026 earnings call scheduled for July 22, nearly 300 questions have already been submitted by shareholders via the SayTechnologies platform, which allows shareholders to cast weighted votes based on their TSLA shareholdings. The top two questions—each backed by approximately 4.8 million shares—focus on the production progress of Optimus Gen3 and constraints hindering Robotaxi expansion. Questions ranked third and below largely reflect concerns from retail investors. Shareholders note that Tesla has now missed its short-term Robotaxi guidance for three consecutive quarters. The company initially pledged to “cover 50% of the U.S. by the end of 2025,” later revised this target to “enter seven new cities in the first half of 2026,” and then in April further softened timelines for five previously announced cities—from specific launch dates to vague statements that “preparations are underway.” In Austin, Tesla’s flagship Robotaxi operating city, only around 20 vehicles have been deployed more than a year after launch. The bottleneck lies not in Cybercab production capacity but in software-level safety limitations. Currently, the Model Y used for Robotaxi services shares essentially the same hardware architecture as the Cybercab, meaning adding a two-seater variant would not resolve the core obstacle. Another key issue centers on unfulfilled promises regarding Full Self-Driving (FSD) hardware. Elon Musk has now confirmed for two consecutive years that vehicles equipped with Hardware 3 (HW3) cannot achieve unsupervised FSD capability—contradicting Tesla’s earlier sales claims that these vehicles contained all the necessary hardware for full self-driving. Some shareholders are demanding clarity on whether Tesla will offer free hardware upgrades, functional transfers, or refunds to customers who have already paid for FSD. During the Q1 2024 earnings call, Tesla proposed building micro-factories to retrofit millions of HW3 vehicles, but external observers widely regard this plan as impractical.
