In the opening year of China's 15th Five-Year Plan period (2026–2030), interactions between central and local state-owned capital have become more frequent, diversified in cooperation models, and institutionalized in mechanisms. Shenzhou High-Speed Railway transferred its controlling stake from a centrally administered enterprise to local authorities through an SPV structure; ChenAn Technology pioneered a tripartite collaboration mechanism involving central SOEs, local governments, and universities; strategic investors from local state-owned capital in multiple regions participated in China Resources New Energy’s IPO; and Changan Automobile and BAIC Group launched comprehensive strategic cooperation based on a light-asset model. These initiatives mark a shift in central-local SOE collaboration—from isolated project-based partnerships toward deep integration. This trend reflects both the continued release of institutional dividends and the inevitable outcome of state-owned economic restructuring entering a more complex phase. Experts note that future SOE reforms will remain focused on optimizing the layout of the state-owned economy and revitalizing existing assets, with central-local cooperation placing greater emphasis on market-oriented operations, professional management, and industrial chain coordination. Further intensification of state asset reorganization and integration is expected.
