In response to online rumors that "Beijing may introduce suburban-exclusive license plates," relevant authorities have issued a statement. The Beijing Municipal Commission of Transport clarified via text message that since the implementation of passenger vehicle quota controls in 2011, the policy has effectively helped curb the rapid growth of motor vehicles, alleviate traffic congestion, and improve air quality, and thus remains necessary to continue. Regulatory authorities have repeatedly refined the control measures and improved the allocation mechanism for vehicle quotas. Currently, quotas are distributed through lotteries and point-based ranking systems, with standard lotteries employing multiple randomization mechanisms to ensure randomness in outcomes. Moving forward, the city will comprehensively consider residents' legitimate travel needs alongside urban road capacity and environmental carrying capacity, scientifically optimize the control policy, enhance public transportation—particularly green transport services—and promote the development of a convenient, car-independent mobility system.
