Beijing E-Town Launches Token Factory with Daily Capacity of 1.4 Trillion Tokens to Boost AI Agent Ecosystem

On July 23, Beijing released the "Beijing Measures on Accelerating Development Led by Intelligent Agents," proposing to drive innovation-led development of intelligent agents and foster new forms of the intelligent economy. The Beijing Economic-Technological Development Area (BDA) has established the city’s first Token Factory, with a daily token production capacity reaching 1.4 trillion tokens, supporting large model training and application deployment. Meanwhile, Beijing has built the nation’s first AI data training base, implemented a data regulatory sandbox mechanism, and set up industry-specific data zones for healthcare, aerospace, autonomous driving, and other sectors to streamline data circulation and application pathways. According to the measures jointly issued by the Beijing Municipal Development and Reform Commission and other departments, the city will allocate over RMB 100 million annually in computing power vouchers, model vouchers, and data vouchers. It has also launched the country’s first real-time model voucher support platform to reduce startup costs for innovative entities such as Original Intelligent Agent Developers (OPCs). Additionally, Beijing has unveiled China’s first open-source common infrastructure for intelligent agents, providing OPCs with a secure and controllable operational foundation. The city is collaborating with leading domestic AI open-source communities to build a full-cycle growth service system covering technical exchange, resource matching, and commercialization. Furthermore, Beijing has established a Super Individual Intelligent Task-Matching Platform, which has already facilitated the execution of over 100 high-quality orders.
