China's Intelligent Connected Vehicles Surpass 220 Million km in Testing; L2 ADAS Penetration Reaches 70.5%

As of July 2026, China has issued over 20,000 testing and demonstration licenses for intelligent connected vehicles (ICVs), opened more than 57,000 kilometers of roads for testing and demonstration, and accumulated over 220 million kilometers of test-driving mileage. The 20 pilot cities implementing the "vehicle-road-cloud integration" initiative have deployed more than 60,000 sets of intelligent equipment, serving over 100,000 vehicles. In terms of advanced driver assistance systems (ADAS), since 2026, the penetration rate of Level 2 (L2) combined driving assistance features in passenger vehicles has reached 70.5%, while the penetration rate of passenger vehicles equipped with Navigation on Autopilot (NOA) functionality stands at 34.2%. The first batch of Level 3 (L3) conditionally automated driving vehicles has been approved for operation in designated areas. On the regulatory front, the United Nations’ Global Technical Regulation on Automated Driving Systems (UN ADS GTR) and related domestic standards and regulations have been progressively introduced or implemented. These provide a technical foundation for ICV pilot programs, product approvals, and industrial development, while also encouraging enterprises to integrate safety management throughout the entire product lifecycle and standardize R&D and market promotion practices.
