Recently, the Ministry of Industry and Information Technology (MIIT) issued an announcement repealing policy provisions related to the cascade utilization of power batteries and revoking the official list of cascade utilization enterprises. According to the announcement, new regulations—effective April 1, 2026—redefined "comprehensive utilization" on December 31, 2025, and will fully abolish all provisions concerning cascade utilization by July 30, 2026, bringing end-of-life power batteries under the unified regulatory framework for general "battery manufacturing." Previously, over 100 companies had focused their core business on cascade utilization of power batteries, repurposing retired batteries for applications such as energy storage and low-speed electric vehicles.
