Recently, on Kunlun Road in Chengdong District, Xining City, Qinghai Province, a yellow pickup truck was found driving with its rear cargo bed filled with water, and two passengers were sitting in the water without any safety protection. The vehicle is classified as a freight motor vehicle, and its actions涉嫌 illegally carrying passengers. The Xining Municipal Public Security Bureau Traffic Management Division identified and intercepted the vehicle through public surveillance footage. Investigations revealed that the driver violated Article 50 and Article 92(2) of the Road Traffic Safety Law of the People's Republic of China, as well as Article 55 of the Implementing Regulations of the Road Traffic Safety Law of the People's Republic of China. The driver was legally fined RMB 1,000, received three demerit points on their driver’s license, and underwent a formal reprimand and education session. The involved vehicle has been temporarily impounded, and the case is under further investigation.
