Shanghai Unveils 15th Five-Year Transport Plan to Restore Non-Motorized Vehicle Rights on Previously Restricted Roads

The "15th Five-Year Plan for Integrated Transportation Development in Shanghai" was recently released. The plan proposes that Shanghai will gradually restore non-motorized vehicle access rights on roads previously restricted to such vehicles ("non-motorized vehicle bans") and continue building an integrated transportation system that is hub-oriented, functional, and network-based. According to the plan, by 2030, Shanghai aims to establish a high-quality, integrated transportation system—characterized by being people-centered, efficient, intelligent, green, and resilient—that aligns with its status as a globally influential socialist modern international metropolis. The city will maintain its position as a world-class international shipping center, rank among the world’s leaders in comprehensive multimodal transport networks, achieve nationwide leadership in modern transportation governance capabilities, and significantly enhance public satisfaction with travel experiences—laying a solid foundation for realizing its goal of becoming a transportation powerhouse by 2035.
