On August 27, the China Motorcycle Chamber of Commerce issued the "Industry Self-Discipline Initiative on Production Consistency and Quality Improvement in the Motorcycle Sector." This initiative aims to implement the requirements outlined in the "Notice on Launching a Special Campaign for Production Consistency and Quality Improvement of Road Motor Vehicles," jointly issued by the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Ecology and Environment, and the State Administration for Market Regulation. It seeks to guide the industry toward stronger self-regulation and enhanced production consistency and quality of motorcycle products. The initiative includes the following key points: 1. **Strictly uphold the baseline of production consistency** by fulfilling enterprises’ primary responsibilities, ensuring that mass-produced motorcycles and critical components remain technically consistent with the samples filed in official announcements, and strictly prohibiting unauthorized design modifications or substitution of parts. 2. **Strengthen core enterprise capabilities** by addressing weaknesses in R&D innovation, testing and validation, and end-to-end monitoring of production consistency, and establishing routine supervision and control mechanisms. 3. **Enhance product reliability and durability** by improving real-world vehicle condition validation for complete vehicles and key systems, accumulating test data, and reducing in-use failures. 4. **Reinforce testing and validation of new technologies**, adhering to the principle of “validation first, prudent application” for emerging technologies such as electrification, intelligence, and connectivity. Before market launch, companies must complete functional safety, environmental adaptability, electromagnetic compatibility, and other required tests, and standardize over-the-air (OTA) software update procedures. 5. **Commit to compliant and ethical business practices**, abandoning competition models that sacrifice quality for low pricing, enhancing collaboration across the industrial chain, proactively identifying quality risks, participating in the development of industry group standards, and sharing best practices for quality improvement.
