In June 2026, at the China International Big Data Industry Expo, the National Data Administration (NDA) announced new policies in areas including tokenized data units ("ciyuan"), data annotation, and digital talent development. Liu Liehong, Director of the NDA, stated that the administration will focus on major national economic scenarios to explore business models such as subscription-based value-added services and pay-per-performance for tokenized data units, thereby advancing the metering, pricing, trading, and settlement of AI services. Regarding data annotation, the NDA plans to launch a new batch of pilot projects in 32 cities, covering critical sectors such as industrial manufacturing, healthcare, and transportation. Meanwhile, multiple government departments will jointly promote the establishment of talent development mechanisms for disciplines related to data elements and optimize academic program structures. As of June 2026, China’s daily tokenized data unit usage has exceeded 500 trillion. On June 25, the Artificial Intelligence Industry Development Alliance of China initiated preparatory work for a Tokenized Data Unit Services Working Group, led by the China Academy of Information and Communications Technology (CAICT) and co-organized with 22 entities including Huawei Cloud and Baidu Intelligent Cloud, and opened a public call for additional participating organizations.
