Following a China Central Television (CCTV) report exposing illicit production and sales of non-compliant electric bicycles in Taizhou, Zhejiang Province, local authorities have launched investigations into 53 related entities. During follow-up inspections, the oversight team found that the production line of the implicated company, Zhejiang Zuanbao Electric Vehicle Co., Ltd., had been sealed off, and some electric bicycles were seized due to saddle lengths exceeding the 35-centimeter limit, violating regulations. Taizhou’s public security traffic management and market regulation departments have conducted citywide inspections of manufacturers and retail outlets. To date, they have initiated 58 cases involving over 8,000 suspected illegally modified vehicles. Meanwhile, Taizhou is drafting the “Taizhou Action Plan for High-Quality Development of the Two-Wheeled Electric Vehicle Industry,” which is currently in the public consultation phase. According to regulations, the new “Safety Technical Specifications for Electric Bicycles” (GB 17761–2024) will take effect on September 1, 2025, and all electric bicycles sold from December 1, 2025, onward must comply with the updated standards.
