Great Wall Motor Chairman Wei Jianjun recently proposed three optimization suggestions regarding the annual inspection system for private vehicles. He pointed out that most private cars today are already equipped with OBD (On-Board Diagnostics) real-time monitoring systems, which can replace certain offline inspection items. However, vehicle owners are still required to undergo mandatory in-person annual inspections under current regulations, resulting in unnecessary waste of time and economic costs. Wei Jianjun recommended, first, standardizing inspection procedures by implementing full-process monitoring to eliminate abusive practices, cracking down rigorously on unlicensed intermediaries ("ticket scalpers"), and establishing a unified national fee structure. Second, adjusting the inspection cycle by postponing the first annual inspection for private vehicles to the tenth year of ownership, followed by biennial inspections between the tenth and fifteenth years. Third, advancing technological upgrades by integrating OBD and connected vehicle technologies to enable real-time monitoring of vehicle conditions, using maintenance records to substitute for certain physical inspections, and retaining only essential offline checks—such as brake performance and physical defects—with a particular focus on high-risk vehicles. He emphasized that the core objective of vehicle inspections is to ensure road safety, and these proposals aim to allocate regulatory resources more precisely, reduce the burden on consumers, minimize societal time costs, and achieve these improvements without requiring additional government expenditure.
