The State Council has issued the "15th Five-Year Plan for Accelerating Agricultural and Rural Modernization," proposing a range of measures to expand rural consumption. The plan explicitly supports the entry of new energy vehicles, smart home appliances, and green building materials into rural markets, while also strengthening the recycling system for waste household appliances, furniture, and other renewable resources in rural areas. In terms of commercial logistics, the plan encourages production and business operators to collaborate with e-commerce platforms, supermarkets, catering enterprises, and supply-and-marketing marketplaces to facilitate precise alignment across agricultural product production, supply, and sales. It also calls for implementing an action plan to enhance the quality and efficiency of county-level commerce and advancing the upgrading and transformation of "thousands of markets and tens of thousands of stores." Additionally, the plan proposes fostering new rural consumption scenarios such as harvest-themed markets, sporting events, performances, and leisure camping, while expanding service consumption in areas like health care, elderly care, and childcare.
