Chongqing Holds Meeting with Spent EV Battery Recyclers to Roll Out Full-Chain Governance

Recently, the Chongqing Municipal Commission of Economy and Information organized a symposium with enterprises engaged in the recycling and utilization of spent power batteries. The meeting reported on the results of municipal-level joint law enforcement spot checks on the recycling and utilization of spent power batteries across the city, heard suggestions and opinions from 16 enterprises representing six categories—including power battery manufacturers, new energy vehicle (NEV) producers, battery swapping service providers, comprehensive utilization firms, NEV maintenance companies, and battery recycling and dismantling enterprises—and outlined key tasks for the next phase. The meeting emphasized strengthening interdepartmental coordination and collaboration between municipal and district authorities, aligning with national regulatory requirements, and implementing targeted measures to address current critical issues, thereby advancing a long-term, whole-chain governance system for recycling and utilization through effective government-enterprise cooperation. It also called for launching data entry and updates on the National Traceability Management Platform for NEV Power Batteries and strictly enforcing the digital ID management system for power batteries. Additionally, the meeting stressed the need to rationally plan and dynamically update the network of battery collection service points, prohibit unauthorized cascade utilization, enhance material recovery and regeneration, and ensure compliant handling of spent batteries. Finally, it mandated managing issues identified in the recent inspections through a checklist approach with assigned accountability and timely resolution, combining enforcement and regulatory measures to standardize the recycling and utilization market for spent power batteries.
