The State Council has approved the "15th Five-Year Plan for Expanding Consumption," calling for the removal and streamlining of unreasonable restrictive measures. Regarding automobile consumption, the plan proposes shifting from purchase-based management to usage-based management, guaranteeing over time the vehicle purchase needs of carless households that have repeatedly failed to secure license plates through lotteries, and exploring differentiated vehicle quota management systems between urban and suburban areas. In the real estate sector, the plan supports local governments in adjusting and optimizing policies according to local conditions to better meet residents' demand for both essential and improved housing. It also calls for deepening reforms of the housing provident fund system and expanding its scope of use to address contributors' diverse housing needs at different life stages. Additionally, the plan proposes optimizing approval procedures for performing arts events, promoting a "one-stop" interdepartmental joint approval process and fully online handling for large-scale public events, and strictly implementing a content review accountability system whereby the first performance location of a touring show assumes responsibility for content compliance.
