Laos Bans Imported Fuel-Powered Passenger Cars from June to Accelerate EV Transition

Starting June 1, 2024, Laos has implemented a comprehensive ban on the import of new gasoline- and diesel-powered passenger vehicles, effective until the end of 2026, to be enforced by the Ministry of Industry and Commerce. Under the regulation, virtually all newly imported vehicles permitted into the country must be fully electric. To accelerate electric vehicle (EV) adoption, Laos has introduced a full exemption from consumption tax for pure electric vehicles priced below $50,000 and reduced registration fees. Additionally, the government requires transportation companies to ensure that at least 10% of their fleets consist of electric vehicles by the end of 2026. The policy is driven by economic considerations: with a population of approximately 7 million, Laos generates most of its electricity from hydropower and plans to export surplus power to neighboring countries. In contrast, all petroleum fuels are imported, draining scarce foreign exchange reserves. Promoting EVs aims to shift transportation energy consumption from imported fuel to domestically produced hydropower. On the infrastructure front, Laos has signed agreements with 27 public and private partners to jointly develop charging stations, battery-swapping stations, a centralized digital platform, and supporting financial products. The nation’s goal is for electric vehicles to account for 30% of the total vehicle fleet by 2030.
