L2 ADAS Penetration in Beijing New Cars Hits 77.5% in H1 2026; L3 Models Enter Pilot Operations

In the first half of 2026, the penetration rate of L2-level advanced driver assistance systems (ADAS) in new passenger vehicles in Beijing reached 77.5%, surpassing the national average of 70.5% for the same period. Meanwhile, the nationwide penetration rate of Navigation on Autopilot (NOA)-equipped passenger vehicles stood at 34.2%. The first batch of conditionally automated L3-level vehicles has already begun operating on public roads in designated areas. In 2025, Beijing produced 1.47 million vehicles, a year-on-year increase of 28%, including nearly 700,000 new energy vehicles (NEVs), accounting for almost 50% of total output. Leveraging China’s first high-level autonomous driving demonstration zone, Beijing has continuously advanced its “vehicle-road-cloud integration” initiative, issuing over 1,500 autonomous driving test licenses to date and accumulating more than 65 million kilometers of safe testing mileage. The BAIC Arcfox Alpha S has received approval as one of China’s first mass-produced L3-level conditionally automated vehicles. Since January 2026, it has been conducting large-scale pilot operations on designated road sections, including the Jing-Tai Expressway and Daxing Airport Expressway. The vehicle is equipped with 34 high-performance sensors, including three LiDAR units. Beijing has already deployed regular autonomous shuttle services at Capital International Airport, Daxing International Airport, and several well-known tourist attractions. Additionally, Beijing, together with Tianjin and Hebei, is jointly building the Beijing-Tianjin-Hebei Intelligent Connected New Energy Vehicle Technology and Innovation Hub, which has attracted over 200 industrial chain enterprises and signed agreements with 53 high-quality companies. As of 2026, China has issued more than 20,000 autonomous driving test and demonstration licenses, opened over 57,000 kilometers of test and demonstration roads, and accumulated more than 220 million kilometers of testing mileage nationwide. Across the country’s 20 pilot cities for “vehicle-road-cloud integration” applications, over 60,000 intelligent devices have been deployed, serving more than 100,000 vehicles. The 2026 World Intelligent Connected Vehicles Conference will be held from October 21 to 23 in Yizhuang, Beijing, focusing on topics such as the evolution of autonomous driving technologies, regulatory and standards frameworks, and pathways to commercialization.
