On July 30, 2024, the Ministry of Industry and Information Technology (MIIT) issued an announcement abolishing provisions related to "cascade utilization" in the *Industrial Guidelines for Comprehensive Utilization of Waste Power Batteries from New Energy Vehicles (2024 Edition)*. The announcement states that enterprises engaged in "cascade utilization" will no longer be subject to the official listing management system, and all previously listed "cascade utilization" enterprises will be removed from the list of enterprises compliant with industrial guidelines. The list of enterprises engaged in material recycling remains valid. The announcement clarifies that battery products manufactured by enterprises using waste power batteries must comply with applicable quality standards for their intended applications. No organization or individual may use whole waste power batteries—or those processed through disassembly, reconfiguration, assembly, or similar procedures—as battery packs, modules, or cells in electric bicycles or in any other applications prohibited by laws, administrative regulations, or mandatory standards. Furthermore, relevant standardization technical committees are required to comprehensively review and expedite the abolition or revision of national and industry standards concerning "cascade utilization." Regulatory authorities must advance adjustments to related policies and standards and strengthen enforcement to investigate and penalize, in accordance with the law, any production of non-compliant battery products using waste power batteries. In addition, relevant industry associations and social organizations must revise any references to "cascade utilization" in their names, business scopes, and operational activities, and cease all promotional, conference, exhibition, consulting, training, and other activities related to this concept. Previously issued *Interim Measures for the Management of Recycling and Comprehensive Utilization of Waste Power Batteries from New Energy Vehicles* already clarified that comprehensive utilization of waste power batteries refers exclusively to resource recovery through processes such as disassembly, crushing, sorting, and smelting, and no longer includes the concept of "cascade utilization." It also emphasized that all battery products produced through any method must meet the quality requirements of their respective application fields. The announcement notes that some enterprises have exploited the term "cascade utilization" to produce substandard battery products, posing safety hazards. Moreover, illicit operators continue to covertly engage in such activities in peri-urban areas and rural regions, illegally supplying products for use in prohibited applications like electric bicycles. To eliminate these risks, ensure policy consistency, and safeguard public safety, MIIT has issued the aforementioned measures pursuant to the deployment of the National Task Force on Recycling and Utilization of New Energy Vehicle Power Batteries.
