On the morning of August 21, the State Administration for Market Regulation (SAMR) held a press conference themed “Advancing the Implementation of Quality-Driven Industrial Chains.” Zhang Leilei, Deputy Director-General of SAMR’s Department of Quality Development, stated that following the completion of Phase I projects, SAMR has systematically planned ten landmark initiatives under Phase II of the Quality-Driven Industrial Chains program. While continuing to focus on key areas such as high-end instrumentation, new energy, and industrial robots, Phase II expands into emerging fields like embodied intelligent robots and solid-state power batteries, and adds new priority sectors including industrial machine tools, drones, and advanced synthetic biomanufacturing. Zhang explained that the Phase II research directions are structured according to the “Three Batches” principle: continuing deepened efforts in a batch of existing key areas, expanding into a batch of new directions aligned with evolving industrial trends, and adding a batch of new priority areas targeting current industry hotspots.
