E-bike Speed Limit on Bike Lanes May Rise from 15 to 20 km/h

On August 25, a draft amendment to the Road Traffic Safety Law was submitted for its first reading at a session of the Standing Committee of the 14th National People's Congress. The draft proposes raising the maximum speed limit for electric bicycles traveling in non-motorized vehicle lanes from 15 km/h to 20 km/h. It also stipulates that riders must not travel against traffic, exceed the speed limit, run traffic signals, or make or receive handheld phone calls or watch videos while riding. Both riders and passengers are required to wear safety helmets as mandated. The draft amendment comprises nine chapters and 170 articles, addressing additional issues such as conditions for autonomous vehicles operating on public roads, principles for handling traffic violations, insurance systems, and enhanced regulatory measures targeting problems like drunk driving, "blind driving" (e.g., using mobile devices while driving), abandoned vehicles ("zombie cars"), non-compliant vehicles ("over-standard" e-bikes), and unauthorized group walks ("power-walking groups"). The current Road Traffic Safety Law has been in effect since 2004, with minor amendments enacted in 2007, 2011, and 2021. Additionally, on January 29, 2026, the "2026 New National Standard Electric Bicycle Promotion Campaign" was held in Beijing. Member enterprises of the Electric Bicycle Industry Self-Regulation Alliance showcased over 30 new national standard models that have already obtained CCC certification and signed a covenant pledging to eliminate illegal modifications and strictly comply with mandatory national standards, including the *Safety Technical Specifications for Electric Bicycles* (GB 17761–2024).
