Recently, an internet user posted a suggestion on the official website of the Ministry of Transport proposing to abolish ETC (Electronic Toll Collection) devices and instead link vehicle license plates directly to Alipay, WeChat, or bank cards for automatic toll payment via license plate recognition. In response, the Highway Bureau of the Ministry of Transport stated that ETC is a crucial technological tool for improving expressway traffic efficiency. Vehicle owners may voluntarily choose whether to install ETC and can apply for the device through bank branches, official ETC mini-programs, Alipay, and other channels. The Ministry of Transport also announced that it has issued the "Implementation Plan for 'Mobile Phone Plus' Cardless Expressway Passage (2026–2028)," promoting a cardless passage model that uses smartphones combined with license plate recognition technology. This model will first be piloted in MTC (Manual Toll Collection) lanes, allowing users to complete toll calculation and payment without needing to collect or return CPC cards. By the end of 2026, all MTC lanes at expressway entrances in the Chengdu-Chongqing and Yangtze River Delta regions, as well as all MTC lanes at expressway exits nationwide, will offer full coverage of the "Mobile Phone Plus" cardless express passage service for passenger vehicles with nine seats or fewer. The Ministry recommends that frequent travelers install ETC to enjoy a 5% toll discount and seamless non-stop passage, while occasional travelers may continue using MTC lanes or opt for the "Mobile Phone Plus" service in pilot areas.
