Changsha Authorities Summon Songguo Mobility, Order Removal of Unlicensed E-Bikes

Recently, the Changsha Municipal Transportation Bureau, together with the Changsha Urban Management Bureau and the Traffic Management Brigade of the Changsha Public Security Bureau, jointly summoned Tianjin Songguo Leasing Co., Ltd. Changsha Branch (“Songguo Mobility”) for a meeting. The three departments stated that since mid-July, Songguo Mobility has unilaterally deployed a large number of shared electric bikes in Changsha’s main urban areas without completing the required review, registration, or license plate procedures. These vehicles have been haphazardly parked on sidewalks, non-motorized vehicle lanes, tactile paving for the visually impaired, transportation hubs, and other areas, significantly encroaching upon public urban space, severely disrupting road safety conditions, and posing potential risks to riders’ personal safety. This has already caused considerable negative social impact. The three departments issued a stern reprimand to the company, ordering it to immediately cease all unauthorized deployments and to remove and retrieve all unlicensed vehicles within a specified timeframe. Should the company fail to complete these corrective actions by the deadline, administrative enforcement measures will be taken in accordance with the law.
