On September 9, Hangzhou held a press conference announcing the "Five Ones" initiative to ensure ride-hailing drivers can use restrooms with peace of mind. According to the announcement, by the end of September 2026, the city will establish 2,000 designated parking spaces for restroom breaks at locations including street-facing public restrooms, commercial complexes, gas stations, star-rated hotels, tourist attractions, and government/institutional premises. Additionally, Hangzhou will roll out supporting measures such as a citywide "Restroom Parking Map," a 15-minute flexible enforcement policy, complaint immunity, and a public action initiative.
